NEW DELHI: Prime Minister Narendra Modi on Tuesday in a clear and pointed message to Pakistan asserted that that India alone cannot walk path of peace suggesting that Islamabad "must walk away from terror if it wants to have dialogue with India".

In what can be described as the BJP-led government's foreign policy doctrine Modi outlined his approach to India's most difficult neighbour -- Pakistan. "India alone cant walk the path of peace. It also has Pakistan's journey to make. Pakistan must walk away from terror if it wants to have dialogue with India," noted Modi without mincing any words as he inaugurated second edition of Raisina Dialogue -- India's primary foreign policy dialogue organised here by MEA & Delhi-based prestigious think tank Observer Research Foundation.

He also recalled his efforts to reach out to Pakistan -- invite to Nawaz Sharif for inauguration of government in May 2014 and his stopover at Lahore in December 2015.

With his emphasis on peace as an imperative for prosperity in the region and world, the PM in an indirect message to Islamabad's use of terror as an instrument of state policy, noted, "Those in our neighbourhood who export terror stand isolated and ignored"

Pakistan and cross-border terror was not lone focus of PM's over 30 minute speech at this edition of Raisina Dialogue titled, "The New Normal: Multilateralism with Multipolarity". He devoted considerable focus on India's biggest and powerful neighbour China from cooperation to challenges.

"Engagement with China is sort to tap areas of commerical partnership. Development of India and China is an opportunity. But it is not unnatural for two large neighbouring powers to have differences," Modi noted.

But he was quick to add without going into details that both sides (India & China) need to show sensitivity and respect for core concerns and interest. Without directly referring to China-Pakistan-Economic-Corridor passing through PoK, Modi noted," Only by respecting the sovereignty of countries involved, can regional connectivity corridors fulfil their promise and avoid differences and discord."

"...the security architecture must be open, balanced, transparent and inclusive in the region," suggested Modi with reference to China's aggressive policies in the Asia-Pacific region. The PM also pointed out that India's approach in the Indian Ocean Region is not exclusive and that primary responsibility for security in the region lies with countries in the region again in an indirect reference to China's
